Home Street apartment complex clears first hurdle

The San Marco Apartments, a residential complex being developed by Catalyst Development Partners on land owned by Dr. Robert Bass, a gastroenterologist from Jacksonville Beach, received its conceptual approval from the Downtown Development Review Board (DDRB) April 20.

The project, located on 1.9 acres at 1444 Home Street on the Southbank, will consist of a four-story apartment building with courtyards and a three-story parking garage.

The developers still need to go before the Downtown Investment Authority and receive final approval from the DDRB before construction can begin.

The proposed building, which will be designed to face Home Street, will consist of 143 units including studios, one and two-bedroom apartments, said Mike Koppenhafer of Fisher Koppenhafer Architecture and Interior Design. Also, included in the plans will be two internal courtyards, a pool and, as of now, undetermined “activity” features, he said. The leasing office, club room and fitness center will be located on the first floor and a new three-story parking garage will be located between the apartment building and Interstate 95 will accommodate approximately 214 spaces, 1.5 spaces per unit, he said.

Bass’s company, San Marco Professional Building LLC, purchased the property in 2004 from Southbank Partners for $1.43 million. According to records from the Property Appraiser’s office, the land was valued in 2016 at $964,622.
